CTeL Summits were created in response to calls from Fortune 500 companies and telehealth industry practitioners wanting a forum for nonaligned and technology-neutral conversations. Summit agendas are crafted to encourage unbiased and open dialogue.
Summits convene the leading thinkers and innovators in the medical community to grapple with all of the issues surrounding the use of emerging technologies that hold the potential to improve the delivery of safe and quality medical care.
The Summit’s conference format is deliberately open to encourage attendees to look beyond today and peek into the future. We hope you will join us! Summit attendance is a foundational component of CTeL membership.

We understand that there are dozens of telehealth and healthcare meetings every year. CTeL formatted our summit in such a way to provide a forum that would facilitate a high level conversation among industry stakeholders. Our summit sizes are smaller than larger health events, the focus is on content, action, and collaboration.
This meeting is a unique opportunity for our members to engage with each other on the pressing policy issues of the day and to work on business development.

Traditionally, attendees are seated at roundtables and everyone has access to a microphone. For the June 2024 Summit, attendees will join us for two days of substantive content as well as invaluable networking opportunities. The telehealth community is strongest when we come together and share our success stories as well as our existing barriers. The format is conversational in nature, however there is a structured agenda and designated speakers and panels. This event is void of PowerPoints and long presentations.

Deborah C. Baker works with APA leadership and members, state psychological associations, regulatory bodies and external stakeholders on a variety of issues involving telehealth and digital therapeutics, HIPAA compliance and patient data security and scope of practice/licensure including prescriptive authority.
Becca Bean | Vice President, Dial Care
Becca currently serves as the Vice President of DialCare, telemedicine affiliate of Careington International Corporation. DialCare provides telehealth services to over 10 million members nationwide. Their programs include Urgent Care, Virtual Primary Care, Therapy, Psychiatry, Teledentistry, and Virtual Veterinary Care. In this role, she is responsible for assisting in the overall strategic direction and growth of the DialCare brand and business model. Since joining Careington in 2008, Mrs. Bean has served in several key leadership roles within the company, including within the Accounting and Finance, Project Management and Product Development departments.

Aneesh Chopra, MA | Chief Strategy Officer of Arcadia
Aneesh is a data sharing and analytics platform for value-based care organizations, following the acquisition of CareJourney, a firm he founded following his public service. He served as the first U.S. CTO (2009-2012) and authored "Innovative State: How New Technologies Can Transform Government” (2014).
He serves on the Boards of IntegraConnect, Virginia Center for Health Innovation, and Chairs the George Mason Innovation Advisory Council. He earned his MPP from Harvard Kennedy School and BA from The Johns Hopkins University.
Tina Gustin, DNP, CNS, RN | Associate Professor, School of Nursing | Director, Center for Telehealth Innovation, Education and Research (C-TIER) | Old Dominion University
Dr Gustin has over 35-years of advanced practice nursing experience. She received her undergraduate degree from the Medical College of Virginia, which is now Virginia Commonwealth University. She received her master’s degree as a Pediatric Clinical Nurse Specialist from the University of Virginia, and her Doctor of Nursing Practice degree from Old Dominion University. She is currently an Associate Professor at Old Dominion University School of Nursing where she teaches in the Doctor of Nursing Practice Program. Dr. Gustin is the Director of the university’s Center for Telehealth Innovation, Education, and Research (C-TIER). The center serves as a national telehealth learning hub and research center. She most recently developed and launched three telehealth certificate courses: Telehealth for Providers, Telehealth for Presenters, and Telehbehavioral Health.
Merry Schumacher, CPMSM | Managing Director with Credentia Solutions, Inc.
Merry is an experienced healthcare executive with a strong track record in driving innovation and enhancing operational efficiency within healthcare administration. With over 25 years of expertise in credentialing and enrollment, she offers a distinctive perspective on these often complex processes. Merry obtained her Certified Provider Credentialing Specialist (CPCS) and Certified Professional Medical Services Management (CPMSM) certifications in 2011. She has been employed with health plans to develop credentialing and delegation programs, as well as worked with medical groups to streamline contracting and enrollment processes. Additionally, Merry has successfully prepared organizations for NCQA, AAAHC, and Joint Commission accreditation surveys, ensuring compliance with credentialing standards.

Ed Simcox is the Chief Technology Officer (CTO) and Acting Chief Information Officer (CIO) at the U.S. Department of Health and Human Services (HHS). As the CTO at HHS, Ed provides leadership and direction to ensure that HHS effectively leverages data, technology and innovation to improve the lives of the American people and the performance of the operating divisions across the Department. Simcox has been working at the intersection of healthcare and technology for 18 years.
Scott Brinks | Former Section Chief, Regulatory Drafting and Policy Support, DEA | Founder and Chief Consultant, Brinks DEA Consulting
Scott Brinks began his career with the Drug Enforcement Administration (DEA) in 2001, after serving several years as a Military Police Officer in the US Army and a civilian police officer. From 2001 to 2014, Mr. Brinks worked as a Diversion Investigator (DI) in the DEA, Detroit Field Division, Cleveland Resident Office. There, he worked for 3 years in the Tactical Diversion Squad and 11 years in the Diversion Group conducting several large national and international pharmaceutical investigations. Nora Cox | Chief Executive Officer of Texas e-Health Alliance
Nora Belcher is the Chief Executive Officer of the Texas e-Health Alliance, a non-profit advocacy group that she started in 2009 to give health information technology stakeholders a voice in public policy. The Texas e-Health Alliance serves as the state's leading advocate, from local communities to the national level, for the use of information technology to improve the health care system for patients. She is widely considered to be one of the state’s leading experts in digital health care, having worked on the issue for over 25 years in a variety of roles. Ms. Belcher holds a bachelor’s degree in government from the University of Texas at Austin.
Abbygayle Brewington | Legislative Assistant Congressman John Carter
Abbygayle Brewington is a Legislative Assistant to Congressman John Carter of Texas. In this role, she skillfully cultivates relationships with stakeholders at local, state, and federal levels, ensuring effective collaboration. Abby advises the Congressman on various policy areas including education, healthcare, technology, energy & water, natural resources, and military quality of life. Previously, she served as Legislative Assistant for Congressman Kevin Brady, Chairman of the Ways and Means Committee.
Charles Keckler, JD, PhD | Director, Doctor of Law and Policy, College of Professional Studies | Northeastern University
Charles Keckler currently serves as Director of Northeastern University’s Doctor of Law and Policy program, where he is also a Professor of the Practice. Charles has held senior positions in the federal executive branch during three presidential administrations, including leading an AI-assisted method of regulatory review at the US Department of Health and Human Services and as the Department's representative to help develop E.O. 13960 promoting the use of AI in government. The Senate confirmed him twice to help oversee the Legal Services Corporation in its mission to provide civil legal aid to low-income Americans. His academic experience includes teaching courses in various disciplines at Harvard, the University of Michigan, the University of New Mexico, Northwestern, Pennsylvania State University, Washington & Lee, and George Mason University. Dr. Keckler obtained his Ph.D. in Public Policy from George Mason, with a dissertation analyzing the constitutional and policy justification for federal independent agencies. He began his studies at Harvard College, where he was elected to Phi Beta Kappa and received his A.B. in Anthropology, magna cum laude. Charles received an M.A. and his J.D. from the University of Michigan, his home state. Before starting a career in academia and public service, he practiced trial and appellate litigation at one of Chicago's largest law firms.
Maria Kunstadter, DDS | Founder and CEO of TheTeleDentists
Dr. Kunstadter graduated from U.M.K.C Dental School. While there, she co-founded the U.M.K.C Dental Outreach Program. The program has taken students, facility and alumni to third world countries to provide dental care for 25 years. Dr. Kunstadter has led and participated in over 24 medical mission trips worldwide since 1982. She is the co-founder of The TeleDentists, the first Teledental platform to provide dental consultation services to the healthcare industry. The TeleDentists was ready and able to respond to Covid 19 in 2020 and saw a 1200% increase in revenue from our customers. Dr. Kunstadter spends countless hours advocating for dental/medical integration as a solution for improving healthcare. She is CEO of The TeleDentists, a member of CTel Advisory Board as the first dentist, she is a founding member of the Tele-Oral Coalition.
Joe McMenamin, MD, JD | Partner at Christian & Barton
Joe McMenamin, an experienced health law attorney and former emergency physician, focuses his practice on digital health law and distance care. In this capacity he advises telehealth providers on licensure, the provider-patient relationship, corporate practice issues, scope of practice, online prescribing, credentialing and privileging, privacy, risk management, and reimbursement issues as they pertain to telemedicine. He also advises clients respecting the application of artificial intelligence to health care and research, and general health law and business matters. Dr. McMenamin is general counsel for the Virginia Telehealth Network, and is a member of the Center for Telemedicine and eHealth Law (CTeL) Legal Resource Team. He frequently presents on virtual care and other cutting-edge health topics before both attorney and provider association conferences.
Andreia Rauta | Innovation Strategy Expert at Booz Allen Hamilton
Andreia (Andie) Rauta is an innovation strategy expert, empowering clients to grow cultures of innovation within their organizations using a data-driven process and evidence-based best practices. Andie draws from previous experience in federal acquisitions and product development to design and implement innovation programs for commercial, defense, intelligence, and federal clients. Her expertise extends to crowdsourcing, hackathons, metrics strategy, and tech scouting, among others. At the University of Maryland, Andie earned her bachelor’s degree in history and was an honors fellow in the multidisciplinary Quality Enhancement Systems and Teams program, where she studied quality management, process improvement, and systems design.

Rebecca Simone, JD | Partner Nixon Peabody
Rebecca Simone is a partner in Nixon Peabody’s Healthcare practice group, and is based out of New York. Rebecca’s practice covers various areas of healthcare regulatory compliance and transactional work. She works closely with clients on growth strategies, including investments, mergers, acquisitions, and joint ventures at every level from startup to publicly traded company, providing counsel on related regulatory issues and structure. Rebecca also spends much of her time providing compliance guidance to licensed health care entities (such as academic medical centers, dialysis facilities and pharmacies) and unlicensed entities (such as physician practice groups and PC/MSO affiliates) in areas such as telehealth, reimbursement, licensing, fraud and abuse, HIPAA/privacy and state healthcare law. Rebecca is a lead member of the Firm’s Digital Health and Telemedicine team.
Jackie Weinrich | Health Policy Analyst for Congresswoman Doris Matsui
Jackie is the Health Policy Advisor for Congresswoman Matsui, who represents the 7th district of California (Sacramento area). She received her Master’s in Public Health, focusing on Health Policy, from the George Washington University Milken Institute School of Public Health. Prior to working for Congresswoman Matsui, she worked on the Senate side on health policy issues, and interned in several health advocacy organizations while getting her graduate degree. She is originally from San Diego, California.
Carol Yarbrough, MBA, CHC, CPC, OCS | Business Operations Manager, Telehealth Resource Center | UCSF Health
Carol Yarbrough is a healthcare compliance and reimbursement specialist. Providing a unique background in legal, technology, revenue management, clinic management and knowledge of both federal and state healthcare regulations, she provides insight on virtual services’ billing, reimbursement and compliance. She works hands-on with professional and hospital-based professionals to review and implement these services. She also offers Current Procedural Terminology (CPT) webinars nationally to both coding and medical professionals and is said to make the mundane fun and even manageable.
Emily Yoder | Deputy Director, Division of Practitioner Services | Centers for Medicare & Medicaid Services (CMS)
Emily Yoder is the Deputy Director of the Division of Practitioner Services (DPS). Emily has been at CMS since 2014, and has served in both DPS and in the Division of Outpatient Care within the Hospital and Ambulatory Policy Group within the Centers for Medicare. Her work has focused on a broad range of policy areas, including telehealth, primary care and care management, as well as drug, device, coding, and site-of-service policies.
Beth LeCorgne | Director of Virtual Services, BJC Health Systems
Beth LeCorgne is the Director of Virtual Services for BJC Health System. She has been with BJC Health System for 16 years and focused on virtual care for the past seven. Beth has specific expertise in virtual care governance, strategic planning, operational and change management. She has partnered with clinical leaders to create scalable, standardized and integrated programs. Beth is currently focused on integrating BJC HealthCare and Saint Luke’s Health Systems virtual technology and clinical programs.

Mikhail Shneyder | Founder and CEO Nightingale College
Mikhail Shneyder is the president & CEO, board member, and a minority owner of Nightingale College, a Salt Lake City-based private post-secondary distance education institution, dedicated to advancing geographic, demographic, and socioeconomic access to professional nursing education across the United States. A registered nurse for more than 25 years, Shneyder has a wealth of management experience in post-secondary education for health professions and health care delivery services. He is a published academic author, conference speaker, and guest lecturer, specializing in strategic planning, accreditation, forecasting, organizational development, and leadership. Shneyder earned an MBA degree from University of California/Berkeley Haas School of Business.
Adam Solander, JD | Partner King & Spalding
Adam has experience helping clients preparing for, responding to, and recovering from data, privacy and security incidents. He is a Certified CSF Practitioner, a designation given by the Health Information Trust Alliance (HITRUST). This organization provides training to develop and maintain effective security programs for health care and life sciences companies that comply with security laws, regulations, and standards, including HITECH, HIPAA, PCI, JCAHO, CMS, ISO, NIST, and various other federal, state, and business requirements. Before joining King & Spalding, Adam was a member of a nationally recognized law firm where he was a part of their health care and life sciences practice group. Much of his experience is centered around assisting health care clients with HIPAA compliance, ERISA, managed care laws, telemedicine, and privacy and data security. He also assisted private equity companies with evaluating privacy and security and employee benefits compliance risk in connection with potential investments.
Michelle Hager | Managing Partner of Blue Cirrus Consulting
Michelle Hager, the Managing Partner at Blue Cirrus Consulting, has over 20 years’ experience in Healthcare IT. She’s dedicated her efforts to the development of Telehealth strategies for healthcare organizations across the country. She is active in HIMSS, holding roles as the South Carolina Chapter President, Vice-Chair-Public Policy, and Chapter Advocate. She’s worked diligently through HIMSS to educate the industry and public on Healthcare IT public policy and future IT strategic directions, including Telehealth policy. Michelle was inducted into the American Telemedicine Association College of Fellows in 2022 in recognition of her distinguished and valuable contributions and service to telemedicine.
Eric Hargan | Founder and CEO of The Hargan Group
Eric D. Hargan is the Founder and CEO of The Hargan Group, a healthcare consulting firm. Eric previously served as the Deputy Secretary of the Department of Health and Human Services (HHS) from 2017 to 2021; he also served as Acting Secretary for several months in 2017-2018. HHS is the largest department in the federal government and has an annual budget more than $1.3 trillion and over 80,000 employees across 26 divisions. As Deputy Secretary, he oversaw the development and approval of all HHS, CMS, and FDA regulations and significant guidances; as well as the day-to-day operations and management of the department and led policy and strategy development. From 2003 to 2007, Mr. Hargan also served at HHS in a variety of capacities, including holding the position of Acting Deputy Secretary.
Micah Matthews, MPA, CPM | Deputy Executive and Legislative Director | Washington Medical Commission
Micah started with the state nursing board as an intern in 2009 and has held the position of Deputy Executive and Legislative Director since 2014. He is deeply involved in the development of Washington State and national policies on telemedicine and continuity of care, Artificial Intelligence, practitioner health, international medical graduates, and implementation of health profession compacts. Micah routinely consults and presents around the state, nationally and internationally, on these issues. He holds a Master of Public Administration with an emphasis in health policy and successfully completed the Certified Public Manager program through University of Washington in 2014. He spends his free time with family that live locally, playing guitar with various groups, camping, hiking, and trying to keep current on events related to technology, music, health care, and politics.
Sandra Harrison, JD, MPA | Dep. Director of Oklahoma Board of Medical Licensure and Supervision.
Sandra Benischek Harrison, JD, MPA, became the Deputy Director of the Oklahoma Board of Medical Licensure and Supervision on November 1, 2023. Prior to joining the Board, Sandra was the Vice President of Legal and Regulatory Affairs at the Oklahoma Hospital Association. She served there for 10 years in various roles but primarily as legal counsel and in advocacy. From 2017 to 2023, Harrison also served as Chairman of the Telehealth Alliance of Oklahoma, a nonprofit entity educating and advocating for removal of barriers to telemedicine in Oklahoma. Sandra served as one of five board members of the nonprofit Center for Telehealth and Elaw from 2018 to 2022 and is currently serving the organization on an Advisory Board. Her recent seminar presentations include topics such as Oklahoma Legislative Session Health Care Wrap Up, Oklahoma Opioid Law and Policy, Telehealth in Oklahoma, and the Oklahoma Journey of Medicaid Managed Care.
Tejal Raichura, MHA | Director of Telemedicine at Children’s National Hospital
Tejal A. Raichura, MHA is the Director of Telemedicine at Children’s National Hospital and is an accomplished leader in digital health initiatives across adult, pediatrics, and payor disciplines. In her current role, Tejal leads the growth and development of the virtual care enterprise while setting its strategic direction. She leverages her diverse background in healthcare innovations, operations management, and patient experience design to drive advancements in digital health while keeping technological equity, or “techquity,” at the core of her vision. She spearheads telehealth initiatives spanning hospitals, outreach clinics, primary care centers, schools, and the homes of CNH patients in the District of Columbia (DC), Maryland, Virginia, and globally. Before venturing into virtual care, she provided leadership in operations and long-term planning for research and innovation initiatives within a Neurosciences Institute, with a specific focus on the Tele-Stroke program. Tejal's creative drive led her to co-found a patient experience QR Code-based application used for service recovery and real-time feedback. Tejal holds a dual Bachelor of Arts degree in Neuropsychology and Religion from Bucknell University and a Master of Health Administration from The Pennsylvania State University.

Edward Timmons, PhD | Director, Knee Center for the Study of Occupational Regulation | Service Associate Professor, Department of Economics | West Virginia University
Dr. Edward Timmons is a Service Associate Professor of Economics and Director of the Knee Regulatory Research Center at the John Chambers School of Business and Economics at West Virginia University. He completed his Ph.D. in Economics at Lehigh University. His research has been published in scholarly journals including The Journal of Law and Economics, The Journal of Regulatory Economics, The Journal of Labor Research, The British Journal of Industrial Relations, Health Policy, Monthly Labor Review, and Nicotine and Tobacco Research. His research has been heavily cited by the popular press, by the Federal Trade Commission, the Obama White House, and also in a Senate hearing entitled "License to Compete: Occupational Licensing and the State Action Doctrine."
Ben Traynam, JD | Partner at Hancock, Daniel & Johnson
Ben is a Partner with Hancock, Daniel & Johnson, where he specializes in lobbying the Virginia General Assembly on a wide range of issues, including health care, energy, and gaming. Ben also advises health care providers on compliance matters and serves as General Counsel to several trade associations. Previously, he served as Senior Policy Advisor and Counsel to the U.S. House Committee on Science, Space, and Technology, where he drafted legislation and advised the Committee on matters related to public health, energy technology, and the environment. Prior to working in Congress, Ben lobbied on a wide range of issues, including homeland security, transportation, and the environment.
