Budget Reconciliation:Impact on Digital Health Policy

CTeL led a detailed discussion on the upcoming budget reconciliation process, emphasizing its potential impact on healthcare policies and federal health programs. Key topics included the importance of involvement in the process, the timeline for budget resolutions and potential omnibus legislation, and the procedural rules such as the Byrd rule. CTeL highlighted the significance of party unity in the House, given the narrow Republican majority, and discussed the possible outcomes of debt ceiling negotiations, including delayed Medicare and Medicaid payments and cuts to telehealth waivers if funding is not extended. Key telehealth policies under discussion include the Preserving Telehealth Hospital and Ambulance Access Act, banning telehealth facility fees, telehealth-only COBRA coverage, and the impact of site-neutral payments. Potential Medicaid funding cuts, estimated at $900 billion over 10 years, were also discussed, along with the implications for healthcare access and provider reimbursements.
